September 24, 2020 Update: 

Last night our Board approved a plan for middle school and high school students to remain in distance learning through January, with the addition of structured opportunities for students to participate in activities on campus like clubs, sports, and academic teams. We understand the impact of socialization and human connection on the mental and emotional health of our students, and we’re doing our best to balance that with the very real public health concerns stemming from continued COVID-19 virus transmission.

Our principals, teachers, counselors, and staff will work to determine how and when clubs and other activities will be able to meet on campus, with a goal of starting some activities the week of October 12; they are also discussing ways to offer additional in-person activities like science labs, outdoor PE classes like surf and skate PE, and counseling groups and other support groups for students in need. 

Regarding high school athletics, the Board approved the resumption of off-season workouts and conditioning activities in fixed cohorts of students, in compliance with all relevant CIF bylaws and CDPH regulations.

Middle school and high school principals will provide more specific information in the coming weeks regarding clubs, sports, and other on-campus activities. California Department of Public Health guidelines will be followed.

September 14, 2020 Update: 

On Friday, September 11, the Carlsbad Unified School District Board of Trustees approved a plan for resuming on-campus instruction for our elementary schools. Here are the slides that were presented.

This week, principals will assign elementary students to one of two groups. Group A will attend school on Mondays and Tuesdays, and Group B will attend school on Thursdays and Fridays. Here are conceptual example schedules for your review (each site schedule may be slightly modified). Here is some more information about the A/B Hybrid Model.

During the week of September 21, elementary principals will post the specific daily bell schedule for their campus and will let elementary parents know to which group their student has been assigned. Schedules for preschool students and K-12 SDC (special education) students will be communicated separately.

On-campus orientation and the resumption of on-campus instruction will be as follows:

  • Week of September 28: preschool, K-12 SDC (special ed), transitional kindergarten, kindergarten, first grade, second grade

  • Week of October 5: third grade, fourth grade, fifth grade

Many of you have also asked about the plan for middle schools and high schools. Our Board of Trustees will hold a special meeting on Wednesday, September 23 to review options. We will provide an update after that meeting.

During on-campus instruction, all of the following safety precautions will be in place:

  • Student screening at home (temperature, symptoms)

  • Staff screening on campus (temperature, symptoms)

  • Handwashing protocols

  • Hand sanitizing stations

  • Facial coverings required for everyone on campus, unless there is a medical or disability-related exemption on file

  • Six-foot physical distancing

  • PPE for staff

  • Electrostatic cleaners

  • Increased custodial support and increased cleaning and disinfecting

  • Disinfecting spray provided in every classroom

  • HVAC systems have been serviced and inspected across the District to ensure proper operation and circulation of outside air

  • Installation of the highest-rated MERV filter practicable in each HVAC unit

  • Learning outside when possible

  • Grab and Go meals

  • Drinking fountains disabled

  • Staggered arrival, breaks, dismissal

  • Limited visitors and restricted parent volunteers on campus

Several families have inquired about the process for requesting a transfer from the student’s current school to another school for 2020-2021. At this time, we will consider requests based on the existing classroom capacity at the requested school; in some cases, we may not be able to facilitate a transfer due to the number of students already enrolled in a specific grade level, subject area, or specialized program.

Please email Lori Grundler if you would like to request a transfer. Requests will be reviewed once a week on Fridays and families notified by the following Monday. 

We hope your students are excited to return to campus, even in a modified format. Thank you for doing everything necessary to keep our kids healthy and safe in the COVID-19 environment. 

August 20, 2020 Update: 

The first day of school is almost here! We can’t wait to welcome our students on Tuesday, August 25, 2020. I understand the uncertainty so many parents, students, and staff are feeling right now. The start of this year is like no other.

Fortunately, we have an outstanding team of education professionals at the top of their craft who are ready to warmly welcome our students with empathy, compassion, and heart. There are over 1,000 employees in our school district, and we kicked off three days of intensive teacher training today. Please know that we’re doing our absolute best to make this a great start to the year.

Last night, our Board of Trustees made a number of decisions related to our instructional program this year. We confirmed our commitment to opening the school year in our Distance Learning 2.0 format; at this time elementary instruction will continue in this format through September 21, and middle and high school instruction will continue in this format through October 9, 2020. After those dates, we will transition to a modified form of in-person instruction (if the public health order at the time allows a return to campus). We know there are many questions about what this will look like, and we are working as quickly as possible to put together more specific details for families and staff. Over the next few days, we’ll be working almost exclusively on preparing for the first days of instruction; in the next two weeks, we’ll be able to provide many more details about the models discussed at the Board meeting last night. Please bear with us; we’re trying hard to be responsive to the changing public health situation, to feedback from parents with a wide variety of opinions, and to the emotions of students, staff and families. We know it’s hard to have unanswered questions. We’ll provide additional updates soon.

For the last several months we have been developing reopening plans to prioritize the health and safety of our students and employees. We’ve finalized the first iteration of our School Reopening Handbook and will post it to our website shortly. In the handbook, you’ll find information about Distance Learning 2.0, as well as many details about how we’re prepared for a return to in-person instruction. You’ll find information about cleaning and disinfecting protocols; facial covering requirements for all students, staff, and visitors on campus;  screening procedures for students and staff; protocols in the case of coronavirus transmission in our schools;  and much more.

I’ve heard that there is some confusion about whether or not students are required to have a District-issued Chromebook in order to access Distance Learning 2.0 classrooms and instruction. To be clear, students may access instruction on any internet-connected device. Families are not required to check out a District-issued Chromebook if they prefer to use their own computer, laptop, or tablet. We’re working to distribute Chromebooks to those who need one just as quickly as we can; if you have a question about the status of your request, you can see the status here.

August 14, 2020 Update:

Over the course of the summer, our staff has worked incredibly hard to ensure that teaching and learning this fall is more structured and robust than the emergency online learning model we experienced in the spring. 

We’ve put together an updated Distance Learning 2.0 website with useful information for parents and students in advance of our first day of school. This will be updated as more information becomes available. 

If you have students in middle and high school, you should have heard from your principal by now about upcoming materials distribution dates and other important details. If you have students in preschool and elementary school, you will receive important updates from your principal no later than Wednesday, August 19. 

There are two California Department of Public Health (CDPH) triggers for schools being allowed to reopen for in-person instruction. Today, San Diego County public health officials noted that our county has had three consecutive days of “good data” and is eligible to be removed from the state’s COVID-19 monitoring list (trigger one) pending a review of the data by state officials. Per the CDPH, if state officials remove San Diego County from the state’s monitoring list, our county will then need to maintain that “good data” for an additional 14 consecutive days before school may be allowed to reopen (trigger two). “Good data” in this case refers to a 14-day rolling case count average of less than 100 per 100,00 residents, in addition to five other state metrics. 

As you are aware, our Board supported the staff’s recommendation to commit to the first four weeks of the school year in a distance learning format for all students (from August 25 through September 21), regardless of whether the county met the two CDPH triggers for allowing in-person instruction to resume during that time. As I noted above, our teachers and staff have put in countless hours this summer to prepare an extraordinary and inspiring learning environment for our students via Distance Learning 2.0. If our county does successfully meet the triggers to resume in-person instruction at any point between now and September 21, we will be ready to return to some form of in-person instruction shortly thereafter; we will provide more information about what that might look like as we get closer to that date.

Reminder about our annual registration and residency verification process

Our annual registration and residency verification process will be entirely online this year, via Parent Portal, from August 3 through 10. For more information visit our Registration page.

All new and returning students will be required to complete the Mandatory Annual Registration & Residency Verification process by logging into your CUSD Parent Portal Account to complete Data Confirmation and provide two district-approved proof of residency documents listed on the Residency Verification Form and also on the district website.

Brand new students to CUSD: Those who completed Enrollment before summer break and those who plan to enroll in August are also required to complete the Data Confirmation and upload residency documents in the Parent Portal.

Meal service information

The last day of the summer meal service at Carlsbad High School will be Friday, August 14. Community Meals will still be available through August 20 at the Boys & Girls Club (3115 Roosevelt St, Carlsbad) from 12 to 1 pm.

Food boxes will be available for pickup at Carlsbad High School on Friday, August 21 from 11:30 to 12:30.

Beginning on Tuesday, August 25, we’ll be serving meals to all students from 11:30 am to 1:00 pm at two locations: Carlsbad High School and Aviara Oaks School. You will receive 2 days of meals on Tuesdays and 3
days of meals on Thursdays. The distribution will be in a drive-through format; the server will provide your meals by placing them in the trunk of your vehicle.

Materials and textbook distribution information

Materials and textbook distribution will be scheduled by each school principal and communicated to families via email no later than Friday, August 14. Middle and high school distribution will occur before the start of instruction and will include the opportunity to pick up textbooks, take your ID photo, and retrieve any items left in lockers before the summer. The elementary distribution will occur after the start of the school year. Each principal will communicate the process and timeline for their specific campus; be on the lookout for more information from your principal.

Chromebook and wireless hotspot distribution information

Most students kept their district-issued Chromebook over the summer; if so, you do not need to do anything. For those students in need of a District-issued Chromebook, or for those students with a District-issued device in need of repair, please visit our Chromebook request webpage; we’ll also email this information directly to families based on information submitted during the registration process. For those families without reliable wifi access at home, you may request a District-issued wifi hotspot - please contact your principal directly, and they will submit the request on your behalf.

Timelines for teacher rosters being released

Middle school and high school: during materials and textbook distribution, students will receive a copy of their preliminary class schedule.    

Elementary school: teacher assignments will be available in Aeries Portal on Monday, August 24. 

Special Education: parent(s)/guardian(s) will receive an email from their child’s Special Education Case Manager/Related Service Provider(s) by Monday, August 24.

When will we meet our teachers?

On Monday, August 24, students will receive a welcome message from their teacher(s) with information about the first week of instruction, including the schedule for the week and all information needed for logging into their classes. On the first day of instruction (Tuesday, August 25) students will meet their teachers, virtually, and learn about classroom expectations and procedures as part of the first day of school. There will not be a scheduled “meet and greet” for students and families, either in-person or virtually, prior to the first day of school.

Information about the current public health order and small group meetings and activities

A number of parents have asked about whether or not small groups of students can meet for activities, either on-campus or off-campus. According to the current public health order in San Diego County, effective July 30, 2020, “all public, charter and private schools shall not hold classes on the school campus.” Additionally, all public or private “gatherings” are prohibited; a gathering is defined as “any event or convening that brings together more than one person in a single room or single indoor or outdoor space at the same time” unless the participants are “members of a single-family or household.

Please note that licensed childcare providers are governed by a different set of rules per the current public health order, which is why licensed childcare providers can operate in small group settings but schools cannot.

In compliance with the current public health order, at this time Carlsbad Unified will not host or facilitate any small group gatherings for academic, social, or other purposes, either on our campuses or at an off-campus location. At both our brick and mortar schools and our virtual school at Carlsbad Seaside Academy, all individual and group activities will be held virtually until such time as the public health order changes.

Updated information about when schools in San Diego County might be allowed to return to in-person instruction

As you know by now, San Diego County is one of 38 counties in California to be on the state’s COVID-19 monitoring list. The primary metric for inclusion on the monitoring list is the 14-day rolling case count; the State of California has indicated that counties must have an average of fewer than 100 cases per 100,000 residents for a 14-day period to be removed from the monitoring list. Schools located in counties on the state’s COVID-19 monitoring list are required to begin the year in a distance learning format.

In order to be removed from the state's monitoring list, San Diego County must average fewer than 100 cases per 100,000 residents over a rolling 14-day period. 

After removal from the monitoring list, the State of California has required that schools can only reopen for in-person instruction after 14 consecutive days of being removed from the monitoring list.

As you may know, the State of California has also developed a process for elementary schools to apply for a waiver of the requirement to conduct only distance learning while the county is on the state’s monitoring list. The process for applying for a waiver includes consultation with labor groups, parent representatives, and community organizations; the publication of comprehensive school reopening plans (including topics such as cleaning and disinfection; small, stable cohorts; entrance, egress, and movement within the school; face coverings and other essential protective gear; health screenings for students and staff; healthy hygiene practices; identification and tracing of contacts; physical distancing; staff training and family education; testing of students and staff; triggers for switching to distance learning; and communication plans); and submission of an application form created by the local public health officer.  As of this writing, San Diego County has not yet released an application form. District staff will continue to review local public health data and will make a recommendation to our Board of Trustees at a future date regarding this issue.

July 24, 2020 Update:

Carlsbad Unified School District staff have been working within and across departments to develop plans to safely and effectively return to instruction on August 25, 2020.

For the 2020-21 school year, Carlsbad Unified will provide a choice of two enrollment options for students and families:

  1. Enrollment in one of our “brick and mortar” schools (nine elementary schools, three middle schools, two comprehensive high schools, and one continuation high school), OR
  2. Enrollment in our virtual independent study school for grades K through 12 (Carlsbad Seaside Academy)

Option 1: “Brick and mortar” schools

The ultimate goal for our fifteen “brick and mortar” schools is to return to daily in-person instruction when it is safe to do so.

The current San Diego County public health order (dated July 21, 2020) does not allow for in-person instruction. The Governor issued an order on July 17, 2020, that all schools in San Diego County (and at least 32 other counties) will begin the school year in a Distance Learning format; his order also included that in-person instruction will not be allowed until the county is removed from the state’s COVID-19 Monitoring List for 14 consecutive days. This applies to all schools in San Diego County, including public, charter, and private schools.

On July 22, our Board made the decision to commit to Distance Learning for the first four weeks of the school year. This decision is intended to provide certainty to students, parents, and staff about what the beginning of the school year will look like. We are referring to the fall iteration of online learning as “Distance Learning 2.0.”

During the period of Distance Learning 2.0, middle and high schools will retain their pre-existing semester, trimester, and quarter schedule of classes. For all grade levels, daily, rigorous and engaging instruction will be provided by classroom teachers to meet the academic, social, and emotional needs of our world-class learners. 

Distance Learning 2.0 will adhere to a daily learning bell schedule, with letter grades and daily attendance, and significantly more teacher-facilitated interaction and direct teaching of rigorous standards-based content than during the emergency online learning conditions in the spring of 2020. Daily attendance on a fixed schedule will be required.

It is anticipated that, at some point in the academic year, schools will be allowed to reopen for in-person instruction. When we reopen our campuses we will follow the California Department of Public Health and San Diego County Health and Human Services Agency requirements such as daily symptom screening, keeping ill students or staff at home until they are well, providing hand sanitizer stations in classrooms, and located in common areas, required face coverings, good hygiene, and classroom physical distancing as possible. 

Based on local health conditions and the possibility of localized outbreaks of COVID-19, it is possible that students enrolled in our “brick and mortar” schools may need to cycle between Distance Learning and in-person learning at various points during the school year.


Option 2: Virtual independent study program at Carlsbad Seaside Academy

The program at Carlsbad Seaside Academy is designed for students who desire the certainty of a consistent instructional model for the duration of the 2020-2021 school year, as well as for students who are unable to physically return to in-person instruction for medical or family reasons during the COVID-19 pandemic.

Carlsbad Seaside Academy is an Independent Study School and will operate as such (see California Department of Education regulations regarding Independent Study). While independent study students follow the district-adopted curriculum and meet all district graduation requirements, Independent study offers flexibility to meet individual student needs, interests, and styles of learning. Students at CSA will have increased flexibility to work at their own pace and to develop their own individual schedules for learning and completing schoolwork. Tailored instruction, small groups, and 1:1 support will be provided to meet the academic, social, and emotional needs of the students who select enrollment at Carlsbad Seaside Academy.
