2022 Board Meeting Documents

All regular meetings will be held at 6:00 p.m. in the Performing Arts Center at Sage Creek High School unless otherwise noted. At this time meetings will be held virtually, and will be accessible to the public via YouTube.

2022 Board Meeting Schedule

The Carlsbad Unified School District is doing its part to help in the efforts to reduce the spread of COVID-19 by encouraging members of the public to watch/listen to the Board of Trustees' meetings live online. Meetings will be live-streamed on YouTube, and the link will be posted in Board Docs at 5:00 pm on the date of the meeting. A recording will be available on the district website following the meeting.

The January 19, 2022 meeting is being held virtually. Board meetings are streamed live on the District’s YouTube channel and can be watched live, and can also be watched on-demand at a later date.



We’ve updated our public comment procedures in compliance with new AB 361 requirements. Pre-registration for public comments is no longer required.

Per Education Code 35145.5 and Government Code 54954.3, members of the public have the opportunity to provide public comment on any agenda item, as well as any non-agenda item that is within the subject matter jurisdiction of the Board.  

Per Board Bylaw 9323, individual speakers will be allowed three (3) minutes to address the Board on each agenda or non agenda item, and the Board will limit the total time for public input on each item to twenty (20) minutes. 

In an effort to hear as many speakers as possible, comment times may be shortened (depending on the number of speakers on any agenda or non-agenda item). The Board may also extend the time limits for comments, and/or may move additional comments beyond a specific time allotment to later in the meeting, in order to provide sufficient time for the Board to conduct the Board’s business during the meeting.

The Carlsbad Unified School District welcomes your participation at the District’s School Board meetings. Your participation assures us of continuing community interest in our schools. To assist you in the ease of speaking and participating in our meetings, the following guidelines are provided.


By phone: Call: (669) 900-6833 and enter Meeting ID: 962 3601 8874. Press # for Participant ID.

  • Press *9 when staff calls for speakers for the item you wish to address.

  • Staff will announce the last four numbers of your telephone number.

  • When prompted, press *6 to unmute yourself to speak.


  1. Listen for the agenda item you wish to address (or for the designated time to provide public comment on non-agenda items) - and raise your hand to speak to that item by pressing *9

  2. Listen for the last four digits of your phone number to be announced. That is how you will know it’s your turn to speak.

  3. While viewing the broadcast via YouTube, please mute your livestream to prevent interference; please note that there is about a 20 second delay on the YouTube broadcast.

  4. When you are asked to speak, please unmute yourself (by pressing *6) and proceed with introducing yourself and making your comments.

  5. You will have three minutes unless otherwise stated. In the case of a high volume of requests to provide public comment, it is possible that the Board will decrease the time available to each speaker (in order to hear as many comments as possible).

  6. Your mic will be muted when the allotted time has expired.

  7. When you’re done you may hang up; you may continue to view the live stream via YouTube.

At the annual Governance Workshop on January 13, 2021, the Board of Trustees updated their public comment protocol. Beginning at the regular meeting on January 20, 2021, the Board will hear public comment (on non-agenda items) from a representative of the Carlsbad Unified Council of PTAs, the Carlsbad Educational Foundation, the Carlsbad Unified Teachers Association, and the Laborers' International Union of North America, followed by members of the public in the order in which the request to speak was received.

If you wish to provide written comments for the Board to review, e-mail your comments to no later than noon on the day of the meeting. The public is encouraged to submit feedback at least 24 hours before the meeting to allow time for Trustees to review the comments. Emailed comments will not be read out loud during the meeting.
