2021 Board Meeting Documents

All regular meetings will be held at 6:00 p.m. in the Carlsbad Unified School District Office, 6225 El Camino Real, Carlsbad, California. Map (Outside Link) unless otherwise noted.

The July 21, 2021 meeting of the Board of Trustees will be held in the Performing Arts Center at Sage Creek High School, 3900 Cannon Road, Carlsbad, CA 92010.

 This will be our Board’s first in-person meeting since the start of the COVID-19 pandemic in March, 2020.

 

STATEMENT ON FACE COVERINGS AT BOARD MEETINGS

Per the California Department of Public Health’s face coverings directives, effective June 15, 2021, face coverings are not required for fully vaccinated (COVID-19) individuals. All unvaccinated (or not fully vaccinated) attendees are required by CDPH to wear a face covering. Like many local businesses, we’ll operate on the “honor system” and will not ask for verification of vaccination status for non-employees.

2021 Board Meeting Schedule

The Carlsbad Unified School District is doing its part to help in the efforts to reduce the spread of COVID-19 by encouraging members of the public to watch/listen to the Board of Trustees' meetings live online. Meetings will be live streamed on YouTube, and the link will be posted in Board Docs at 5:00 pm on the date of the meeting. A recording will be available on the district website following the meeting.

HOW TO PROVIDE PUBLIC COMMENT

Beginning with the July 21, 2021 meeting, we're returning to the pre-pandemic practice of accepting public comment in person. Members of the public are encouraged to attend Board meetings and to address the Board concerning any item on the agenda or within the Board's jurisdiction.

In order to conduct District business in an orderly and efficient manner, the Board requires that public presentations to the Board comply with the following procedures:

  1. The Board shall give members of the public an opportunity to address the Board on any item of interest to the public that is within the subject matter jurisdiction of the Board, either before or during the Board's consideration of the item.  (Education Code 35145.5; Government Code 54954.3)

  2. At a time so designated on the agenda at a regular meeting, members of the public may bring before the Board matters that are not listed on the agenda.  The Board shall take no action or discussion on any item not appearing on the posted agenda, except as authorized by law.  (Education Code 35145.5; Government Code 54954.2)

  3. Blue “Request to Speak” forms are available to all audience members who wish to speak on any agenda item and/or under the category of “Oral Communications.” Interested speakers must submit completed blue forms to the Board’s recording secretary in advance of the item presentation. Blue “Request to Speak” forms will not be accepted once the agenda item has commenced.

  4. Per Board Bylaw 9323, individual speakers will be allowed three (3) minutes to address the Board on each agenda or non agenda item, and the Board will limit the total time for public input on each item to twenty (20) minutes. 

In an effort to hear as many speakers as possible, comment times may be shortened (depending on the number of comments received). The Board may also extend the time limits for comments, and/or may move additional comments beyond a specific time allotment to later in the meeting, in order to provide sufficient time for the Board to conduct the Board’s business during the meeting.

At the annual Governance Workshop on January 13, 2021, the Board of Trustees updated their public comment protocol. Beginning at the regular meeting on January 20, 2021, the Board will hear public comment from a representative of the Carlsbad Unified Council of PTAs, the Carlsbad Educational Foundation, the Carlsbad Unified Teachers Association, and the Laborers' International Union of North America, followed by members of the public in the order in which the request to speak was received.

If members of the public wish to provide written comments for the Board to review, e-mail your comments to anne.garcia@carlsbadusd.net. The public is encouraged to submit feedback at least 24 hours before the meeting to allow time for Trustees to review the comments. Emailed comments will not be read out loud during the meeting, and will not be posted as part of the official record.

 

MEETING DECORUM

All participants are expected to conduct themselves with mutual respect. Loud, boisterous and unruly behavior can interfere with the ability of the Board to conduct the school district’s business. Following a warning from the Board president, those engaging in disruptive behavior are subject to law enforcement action.

Per Board Bylaw 9323:

The Board president shall not permit any disturbance or willful interruption of Board meetings.  Persistent disruption by an individual or group or any conduct or statements that threaten the safety of any person(s) at the meeting shall be grounds for the president to terminate the privilege of addressing the Board.

The Board may remove disruptive individuals and order the room cleared if necessary. In this case, members of the media not participating in the disturbance shall be allowed to remain, and individuals not participating in such disturbances may be allowed to remain at the discretion of the Board. When the room is ordered cleared due to a disturbance, further Board proceedings shall concern only matters appearing on the agenda.  (Government Code 54957.9)

When such disruptive conduct occurs, the Superintendent or designee shall contact local law enforcement as necessary.
