Kelly Fleming, Director of Facilities & Construction Management

Ms. Fleming is a graduate of Baylor University, where she received a BS in Elementary Education and a recent graduate of Ashford University, where she received an MPA in Public Administration. After graduating from Baylor University, she began her career in construction management and inspections with the City of Carlsbad in 2003. That eventually led to a promotion with the City of Carlsbad to a Public Works Supervisor where she took on duties such as writing and managing professional and maintenance service agreements and capital improvement projects. She later served as the Public Works Manager for the City of Lake Forest managing various departments such as street maintenance, park maintenance, fleet maintenance, contract management and inspections. Her journey continued with the City of Oceanside construction office. Ms. Fleming joined the CUSD team in January of 2016 fulfilling the new Director of Facilities & Construction Management role.

Veronica Sanchez, Administrative Assistant

Ms. Sanchez graduated from California State University of San Marcos with a BA in Human Development. She previously worked for Palomar College Upward Bound for four years, a non-profit organization that serves first generation and low income students. While working at Palomar College, Ms. Sanchez was responsible for managing organizing events, workshops, and working with the community to assist with implementing a successful program. She has experience in working with various organizations and bring vast experience in the event prepping process. Ms. Sanchez joined CUSD team in October of 2015.

Brhee McClure, Theatre Operations Supervisor

Ms. McClure is a graduate of the University of California Irvine with her major in Drama. She also received her Associates Degree in Theatre Arts from Mira Costa College. Prior to working at Carlsbad Unified, she worked around the San Diego and Long Beach areas as a technician for various plays. She has experience working with stage management, lighting, stage crew, makeup & costuming, and set building. Ms. McClure joined the CUSD team in March of 2015 as the Theatre Operations Assistant and promoted in April of 2017 to the role of Theatre Operations Supervisor.

Collin Adler, Theatre Operations Assistant

Mr. Adler is a Carlsbad High School Alumni and graduate of the Mira Costa College Music Technology program. Specializing in live performance audio, digital audio and music technology, Mr. Adler has worked in the field for nearly a decade. Starting as an intern, at the age of seventeen, Mr. Adler operated audio consoles and lighting equipment at local music venues. As a freelance audio and lighting technician, Mr. Adler has worked in numerous music and theatrical venues around San Diego County and continues to contribute to the performing arts by coaching and volunteering in his off time. Collin joined the CUSD team in August of 2017.

Carlsbad Unified School District is proud to contract program and construction management services through Gafcon for the Proposition P Bond Program. Gafcon’s responsibilities include working in collaboration with District staff, architects, DSA, contractors and consultants in all phases of construction including planning and design development, procurement of related services, construction of new and modernization of existing facilities and project close-out and commissioning. Gafcon also works closely with District staff to assure that prop funds are spent for the purpose they were intended by participating on the Proposition P Oversight Committee.


William Morrison, Program Manager

Mr. Morrison is a Licensed Landscape Architect and a LEED Accredited Professional in Building Design + Construction, William has more than sixteen years of experience in planning, design, construction and development. He has been involved in a wide array of projects, and is currently the Program Manager for the $252 million dollar Proposition P Bond Program at Carlsbad Unified School District. The Prop P Bond Program will provide for the modernization all middle and elementary schools, District wide technology and security upgrades, an $87 million modernization of the existing fifty year old high school and the planning, approval and construction of a new $104 million dollar high school that will meet the requirements of the Savings by Design and the Collaborative for High Performance Schools programs.  During the past seven years the Prop P Bond Program has completed over forty projects ranging from $125 thousand to $104 million with over thirty-five State approved projects closed with certifications.  William’s education history covers a Bachelor of Science Public Administration and Urban and Regional Planning from University of Southern California, a Master of Real Estate Development from University of Southern California, and a Master of Landscape Architecture from Louisiana State University.
